Improving Quality in Education
The Council of Practical Nurse Programs of New York State provides a medium for exchange of information between various stakeholders, provides updates on current trends and regulation changes, staff development opportunities, and promotes the career ladder for practical nurses.
We offer a forum for Practical Nursing educators to exchange ideas and information. We do this through interaction via our website forum, classes & events held periodically throughout the year, and through our annual conference in Albany, NY.
For students we offer information to help become better acquainted with educational & career opportunities in New York State & beyond. Through our website you can locate local LPN schools as well as get information on how to get on an LPN career path.
What will it take to safeguard the future of nursing?
One thing is certain: our collective strength is our greatest asset.
Thank you to everyone who showed up, asked tough questions, and committed to action. The Department of Education’s reclassification threat is not hypothetical—it strikes at the heart of access, equity, and the very foundation of our profession.
Now is the time for unified, decisive advocacy.

The Department of Education has published the full roster of AHEAD Committee members for the 2025 negotiated rulemaking cycle. Stake holders need ro understand who will be shaping the discussions, this issue highlights eight negotiators whose organizations sit at the center of higher education policy, workforce pathways, accreditation, and federal oversight.
These brief profiles draw from publicly available information and are intended as a quick guide—not comprehensive biographies.
PEOPLE there is a Notable Gap in Representation
Distribution of stakeholder categories appointed to the AHEAD Committee for the 2025 negotiated rulemaking
The committee’s stakeholder distribution reveals a significant omission:
no nurses, nursing students, or representatives from licensure-based health professions were appointed to the AHEAD negotiating committee.
This mirrors the pattern seen in the RISE Committee—the negotiated-rulemaking body for loan reforms under the One Big Beautiful Bill Act (OBBBA)—which also lacked representation from nursing and other health-care programs directly affected by the proposed reclassification. As the American Nurses Association noted on November 26, 2025, nursing programs are among those most impacted by these changes, yet their professional perspectives are NOT EVEN present at the table.
